“Execution cop” should have been suspended immediately – Zakhele Mbhele

DA says it’s baffling that officers suspected of being involved are still officially on duty

The DA condemns the shocking execution-style killing by a constable of a criminal suspect during a police chase in Krugersdorp on Monday 19 October that came to light in media reports yesterday.

While we are pleased that this incident is already the subject of an IPID investigation, it is baffling that this officer and others who were party to it are still officially on duty.

A police spokesperson is quoted as saying that “it is only after getting word from IPID that [they] can take action against these members”. This is not acceptable. 

They should have been placed on immediate preliminary suspension as soon as the SAPS were aware of this incident, until the IPID investigation is concluded and its findings and recommendations forwarded to the SAPS. 

Accordingly, I will write to the acting National Police Commissioner, Kgomotoso Phahlane, to request that such steps be taken with immediate effect and to enquire about the reasons why this was not done in the first place.

If an officer discharges his or her firearm unnecessarily and it results in fatalities, that officer should be immediately suspended because the use of lethal force by police officers is a matter that should be treated with grave seriousness. 

We also welcome the Police Portfolio Committee hearing to be convened this Wednesday where IPID will brief the Committee on its investigation so far.

This incident is the latest flashpoint that shows the dangerous mindset that has permeated some parts of the police service ever since former National Police Commissioner, Bheki Cele, planted the seeds for a militaristic approach with his infamous “Shoot to kill” remarks. It also highlights the urgent need for the demilitarisation of the police to be implemented comprehensively and with haste.

The DA understands that the police face a tough task in fighting crime and that officers on the ground put their lives at risk daily to confront criminals. 

However it is crucial that they don’t overstep the bounds in carrying out their duties and never use firepower beyond the point where it is necessary.
