R7.5 Million "performance bonuses" for NYDA's board

In a Parliamentary reply received today, Minister in the Presidency, Collins Chabane, indicates that NYDA board members and employees received R7.58 million for the 2012/2013 financial year. Another R8 million has been set aside for bonuses next year. 

Senior management and top management received 66% of the bonuses totalling R4.96 million in "performance" bonuses. 

It is a disgrace.  How can NYDA see it fit to pay its senior managers massive performance bonuses while organisation still can't get it together? It has not achieved anything. No bonuses can be justified.

NYDA jobs and bonuses are nothing more than a reward for ANCYL cadre loyalty to President Zuma.

The money allocated to performance bonuses could have been used to create 1000s of jobs and bursaries. Instead, the money was used to enrich a few ANCYL cronies. Enriching themselves has been the only thing that NYDA has done consistently and successfully since its inception. 

We reiterate our call for the disbanding of NYDA. Time after time, this organisation has proven that it is an ineffective waste of money. The resources should rather be spent on programmes that would actually benefit the youth, like bursaries and the youth wage subsidy.

Mr M Swart (DA) to ask the Minister in The Presidency: Performance Monitoring and Evaluation as well as Administration

(1) What was the total amount paid to employees of the National Youth Development Agency (NYDA) in the form of performance bonuses in the 2012-13 financial year;

(2) (a) which staff members received performance bonus payments in the 2012-13 financial year and (b) what was the quantum of such payments in each case;

(3) whether any member of the newly appointed board of the NYDA will qualify for the payment of a performance bonus out of the R8 171 101 allowed for performance bonuses in the 2013-14 budget?

REPLY:

(1)  The total amount for  performance  bonuses  paid  in  the  year  2012-2013  was R7 588 758.66 and this was in recognition of the performance for the previous year (i.e. 2011-2012)

(a) Staff members who were eligible for performance bonuses in accordance with the applicable human resource policies of the NYDA, specifically the Performance Management as well as the Remuneration and Benefits policies received performance bonus.

(b) The breakdown of payment is as follows:

(3) No. Members of the newly appointment Board of the NYDA will not qualify for the performance bonuses in the 2013-14 budget and the correct amount of bonus provision for the year 2013-2014 budget is R7 776 177.78.
