Re: SO CALLED NATIONAL CONSULTATIVE CONFERENCE CALLED BY MR. SHILOWA AND HIS GROUP

It has been brought to my attention that Phillip Mhlongo has issued several statements in the last 3 weeks on behalf of Mr. Shilowa and his group.

The latest statement issued and invitations sent to Councillors' of the Congress of the People indicate that a so called ‘Consultative Conference' will be held in Bloemfontein on the 15th of December 2011.

Please be advised of the following:

1. Phillip Mhlongo does not represent the Congress of the People

2. The Congress of the People has not scheduled any Consultative Conference for the 15th of December 2011

3. The Leadership of the Congress of the People remains President Mosiuoa Lekota and the CNC as constituted in Bloemfontein in 2008

4. Any Invitations from the Congress of the People will be sent by:

a. Deidre Carter (Acting General Secretary), or alternatively by

b. Lyndall Shope-Mafole (Acting Deputy General Secretary)

c. Thozamile Botha (Chief Whip)

5. Press Statements on behalf of the Congress of the People are only issued by:

a. Smuts Ngonyama (Head of Communication);

b. Mosiuoa Lekota (President of the Congress of the People and Parliamentary Leader);

c. Deidre Carter (Acting General Secretary) and / or

d. Lyndall Shope-Mafole (Acting Deputy General Secretary)

You are hereby requested to refrain from attending the aforementioned so called ‘Consultative Conference' and or any other meeting/congress/workshop/ conference or gathering that is called by any other person who is not duly authorised to do so, on behalf of the Congress of the People.

Any Person who disregards this directive and any other directives issued on behalf of the Congress of the People may make themselves guilty of a punishable offence.

Further to the aforementioned, should any Member of Staff of the party, including those working in the Constituency offices, the Provincial Legislature , Provincial or Regional Offices or other structures of the party attend the aforementioned Consultative Congress of meetings not duly and properly called by the party, they will subject themselves to possible Disciplinary Action. In specific the aforementioned relates but is not limited to any -

1. Member or Employee of the Congress of the People,

2. Member or Employee of the National Assembly representing the Congress of the People,

3. Member or Employee of the National Council of Provinces representing the Congress of the People,

4. Member or Employee of the Eastern Cape Legislature representing the Congress of the People

5. Member or Employee of the Free State Legislature representing the Congress of the People

6. Member or Employee of the Gauteng Legislature representing the Congress of the People

7. Member or Employee of the Limpopo Legislature representing the Congress of the People

8. Member or Employee of the KwaZulu Natal Legislature representing the Congress of the People

9. Member or Employee of the Mpumalanga Legislature representing the Congress of the People

10. Member or Employee of the Northern Cape Legislature representing the Congress of the People

11. Member or Employee of the North West Legislature representing the Congress of the People

12. Member or Employee of the Western Cape Legislature representing the Congress of the People

13. Councilor representing the Congress of the People in any Municipal Council

14. Employee representing the Congress of the People in any Municipal Council

15. Employee of the Congress of the People Constituency Office

16. Employee of the Congress of the People Provincial Offices throughout the 9 Provinces

17. Employee of the Congress of the People Regional Offices throughout the 9 Provinces

You are further requested to refrain from attending and or participating in any other activities that seeks to divide the Organisation.

The Congress of the People also wants it to be clear that the Party will not take any responsibility for any debt or expenses incurred by any individual or group related to any unauthorised activities.

The only person authorised to commit the Organisation to any expenses is the National Treasurer, Ms Hilda Ndude, in consultation with the Congress National Office Bearers and Congress National Committee.

Any Travelling, Accommodation or any expenses arranged through any Public Funds, inclusive of but not limited to Constituency Funds, Party Political Funds or directly through any Provincial Legislature will be a fraudulent process.
