Dr S M van Dyk (DA) asked the Minister of Transport:
(1) (a) Who are the security service suppliers or providers to the Passenger Rail Agency of South Africa (Prasa) and its affiliated companies, (b) how were they appointed, (c) what is the monetary value of the contracts held with these suppliers and (d) what processes, procedures or mechanisms are in place to monitor the performance and terms of contracts of these suppliers;
(2) whether any directives have been issued in this regard; if not, why not; if so, what are the directives? NW36E

The Standard Supply Chain Management procedures are utilized. These procedures are compliant with the Public Finance Management Act, 1999, (Act No 1 of 1999), as amended. The current contracts are extensions of existing contracts and are detailed below:-

(d) The following processes are in place to ensure that security service providers deliver services as per the contract:-
•· Security risk, threat and vulnerability assessments are conducted to determine the extent and composition of the requisite deployment in each specific instance and operational environment.
•· Each deployment plan has an associated Service Level Agreement (SLA), which defines and governs the performance required of the service provider.
•· The SLA also defines the role and responsibilities of both parties to the contract.
•· Regular and structured visits are conducted by Senior PRASA security personnel to confirm operational and deployment performance compliance with the terms of the SLA.
•· In addition, structured weekly meetings are held with the service providers to address and remediate performance and other non-compliance issues.
•· Formal contract escalation structures and procedures are in place to address continuous and/or serious periodic under-performance that may potentially place PRASA's assets, personnel, stakeholders and clients at unacceptable risk and liability.
(2) A contract security directive was issued outlining the direction and approach to be followed in respect of sourcing, terminations of security providers and furthermore outlines the duties as well responsibilities of Corporate Security and Operational Security.
