This province is SA’s corruption capital - SACP Mpumalanga

It’s also beset by anti-communist tendencies, party says

The South African Communist Party (SACP) in Mpumalanga Province held its 6th Plenary Session of the 8th Congress Provincial Executive Committee (PEC) on Sunday 15 November 2015 at the Ehlanzeni FET in Mbombela, Phillip Radebe District.

The Provincial Executive Committee received and considered the Political, Organisational and Financial reports.

The Red October Rally

The PEC acknowledged the Central Committee decision to allow Mpumalanga province to host the Red October Rally at Emalahleni, Ephrain Mogale District on the 29th November 2015.

The SACP in the Province will spare no effort in mobilising society for the massive support for the Red October Rally.

The ANC’s Integrity Commission

The PEC commended the ANC on a successful National General Council (NGC) where important resolutions were taken, which included the characterisation of corruption as a threat to our revolution and the movement. The NGC gave the Integrity Commission powers to implement decisions than merely recommend to the NEC.

The PEC also noted that the issue of money politics is rive in Mpumalanga and has its channels from the Province to other provinces, such as North West, Free State and KwaZulu-Natal. This must be dealt with.

The SACP took a decision to join forces with other structures of the alliance and provinces to fight this new foreign tendency. The SACP in the province will also create platforms to give clarity and the political correctness to deal with the current offensive.

In order to unite the alliance, the alliance partners must pull all stops to deal with factionalism and its material basis – the accumulation of wealth on a private basis based on state tenders, deployments and deals with established sections of capital and thus corporate capture.

R2 billion irregular expenditure incurred by Mpumalanga provincial government

The PEC worryingly noted the Auditor-General’s report which reveals that the Mpumalanga Provincial government has incurred R2 billion in irregular expenditure.

The AG’s report is a confirmation of what the SACP in Mpumalanga has been saying through the years, that the Mpumalanga province is South Africa’s corruption capital.

The SACP PEC called to national government to place the Mpumalanga Provincial government under administration and institute an investigation. We believe that this is the money that is used to buy conferences in Mpumalanga, other provinces and structures within our movement.

Bilateral with COSATU

The PEC received a report on the successful bilateral meeting with COSATU in the province. Both organisations reaffirmed their commitment to develop and implement joint programmes.

Anti-communist tendencies

The PEC reflected on the state of the Alliance in Mpumalanga province and in particular the persisting anti-communist and anti-class conscious workers tendencies within the liberation movement since the beginning of the year.

The PEC noted that in addition to the violent attack on the SACP’s Joe Slovo and Jimmy Mohlala memorial lecture by individuals wearing the mask of the ANC at Kanyamazane earlier this year, anti-communist tendencies continue. This includes:

- The suspension of communists in the ANC.

- The rejection of SACP deployees by the ANC to serve in election structures.

- The disruption of SACP and counter-organising of SACP activities.

The launch of the Save the ANC in Mpumalanga Campaign

The SACP welcomes the launch of the Save the ANC in Mpumalanga Campaign, and the fact that for the first time, members of the ANC, on their own accord and initiative, are campaigning against corruption and political killings within the ANC.

The PEC also noted the suspension of alliance activities due to the absence of the Provincial Chairperson of the ANC as a confirmation of the view that the organisation is controlled and owned by one person, who, when incapacitated, the entire organisation is paralysed.

Joe Slovo and Jimmy Mohlala Memorial Lecture

The SACP will convene the Joe Slovo and Jimmy Mohlala Memorial Lecture at Kanyamazane in January 2016. This year’s lecture was disrupted by Lumpen Tenderpreneurs. Measures will be put in place to ensure that ugly history does is not repeated.

Fees must fall campaign

The SACP supports the students demand for access to institutions of higher learning, through campaigns such as the Fees Must Fall. The PEC, however, noted with concern the opportunistic posture by the ANC Youth League, among others, to target the General Secretary of the SACP, comrade Blade Ndzimande – in particular the call that was made to the house of his family is pathetic and factional.

The SACP will also raise this issue at the Augmented SACP CC meeting next weekend.

On Political killings

The SACP noted the fact that since the inception of the campaign against the political killings in the province, the killing of whistle-blowers and communists has subsided.

The SACP, however, still calls on the Minister of Police, Cde Nathi Nhleko, to release the report on the political killings in Mpumalanga.

International Solidarity

The SACP will engage with all the liberation movement in Swaziland on solidarity programmes to support the political struggle for the democratisation of Swaziland while recognising its independence.
