Cabinet moves to end Section 100 (1)(b) intervention in Limpopo - DA

Elza van Lingen says task team needs to persuade NCOP that termination is warranted

DA will seek justification for termination of section 100 intervention in Limpopo

22 July 2014

The DA notes the Minister of Finance, Nhlanhla Nene's letter to the Chairperson of the National Council of Provinces, Thandi Modise, bringing to the NCOP's attention the resolution passed by Cabinet to have the section 100 (1)(b) intervention in Limpopo terminated.

This letter was included in today's Announcements, Tablings and Committee (ATC) Reports document.

The onus now rests upon the NCOP to provide concurrence to this request so that the intervention can be phased out in terms of section 100 (1) (a).

The DA on the Select Committee on Cooperative Governance and Traditional Affairs will expect a full review of all the findings of the Task Team so that the NCOP can be satisfied that this termination is indeed warranted.

To do this, the Minister of Finance, the current Premier of Limpopo, Stanley Mathabatha, and other members of the Limpopo Task Team must be summoned by the committee to provide all relevant information on the current performance of the Limpopo Provincial Government.

It would be a dereliction of duty on the part of the NCOP to allow the Limpopo Provincial Government to return to its previous desolate state, by rushing this proposal through the house.

In 2011/12 the Limpopo Provincial Government had accumulated unauthorised expenditure of R2.7 billion, exhausted its overdraft limits with its commercial banker to the tune of R500 million and their South African Reserve Bank overdraft of R757 million.

The impact that this complete collapse in governance had on service delivery was telling.

We look forward to the review and for the proper consideration of this important proposal.
