ANCYL NEC disbands KZN PEC

League to prefer charges against Dlungwane, Duma and Young

ANC YOUTH LEAGUE SPECIAL NATIONAL EXECUTIVE COMMITTEE STATEMENT AND DECISION ON KWAZULU NATAL ANC YL PEC:

The ANC Youth League held its Special National Executive Committee meeting on the 1st of October 2011 in KwaZulu Natal. The NEC focused specifically on the developments of the ANC YL KZN 7th Provincial Congress Provincial Executive Committee. The NEC expressed displeasure with the manner in which the ANC YL leadership has conducted itself concerning internal organisational matters, particularly the Province's public pronouncements that sought to undermine the intregrity of the ANC Youth League.

Of great concern is the reality that throughout their disregard of organisational process and due political conduct, the PEC did not express any intention to receive political guidance from the National Executive Committee, despite  attempts of the NEC to meet with the PEC. The PEC defined itself outside the resolutions and guidance of the ANC YL 24th National Congress, and chose to publicly rebuke the National Executive Committee, through making statements that it is a factionalist formation. 

As the only remedy to this situation, the Special NEC resolved to disband the Provincial Executive Committee of the ANC YL in KwaZulu Natal with immediate effect. NEC members are in regions of the ANC YL in KZN to announce this decision to members of the ANC YL. The NEC mandated the National Working Committee to constitute a Provincial Task Team, which will be the official and only legitimate voice of the ANC YL in KwaZulu Natal until the Provincial Congress. Disbandment was the only option the NEC had, because the PEC was not willing to politically engage with the leadership of the ANC YL.

The Special NEC resolved that the ANC YL National Disciplinary Committee should prefer charges on Comrades Mthandeni Dlungwane who is former Chairperson, Siboniso Duma, the former Deputy Secretary and Yolanda Young, the former Provincial Treasurer. The charges will be based on the public pronouncements made by these former leaders of the ANC YL and their active involvement in mobilising members of the ANC YL to defy and disregard the decisions of the National Executive Committee. 

The ANC YL will also write to the ANC pertaining the conduct of the aforementioned comrades to investigate possible violations of the ANC Constitution. The ANC YL will also meet with relevant authorities of the ANC to update them about the decisions of the Special National Executive Committee meeting.

The ANC YL's democratic and unitary character will never be undermined and will forever be upheld to maintain discipline and consistecy of the organisation in fulfilling all its responsibilities.
