Four top managers appointed in the South African Police Service

The National Commissioner of the South African Police Service, General Bheki Cele, on Wednesday announced the appointment of two new Deputy National Commissioners, namely Lieutenant General Leah Mofomme as the Deputy National Commissioner : Physical Resources Management and Lieutenant General Godfrey Lebeya as the Deputy National Commissioner : Crime Detection.  Their appointments become effective on 1 February 2011.

Lieutenant General Mofomme is 44 years of age, has been a senior manager in the SAPS since 2001 and holds a BA Social Science, Masters of Public Administration and a PHD in Philosophy.  Lieut Genl Mofomme has had experience both at ground level - having served as the Station Commander of both Rietgat and Sunnyside Police Stations - and at managerial level, having been inter alia the Area Commissioner of Molopo in the North West and the Head of Support Services in the Supply Chain Management Division (now known as Physical Resources Management). Mofomme is married and has two children.

Lieutenant General Lebeya is 49 years of age, has a long history in the detective service of the SAPS and holds a B Iuris, an LLB and a Master of Laws. He has also been admitted as an Advocate of the High Court of South Africa.  General Lebeya has been involved in the detective side of policing since 1986 and for several years specialized in fraud and commercial crimes, both as an investigator and as a manager. Between 2000 and 2004 Lieut Genl Lebeya was the Provincial Head of the Detective Service in Gauteng and between 2004 and 2009 he was the Head of Organised Crime investigations at Head Office. In 2009 he was involved in priority crime investigation supervision at the Hawks and was appointed the Divisional Commissioner of that elite police unit during 2010. Lebeya is married with four children.

Two other senior appointments have also recently been made.  Major General Elias Mawela (44 years) has been appointed as the Divisional Commissioner of the Division : Operational Response Services and Major General Nkruman Mazibuko (52 years) has been appointed as the Divisional Commissioner of the Division : Personnel Management.  Both gentlemen will be promoted to the rank of Lieutenant General on 1 February 2011.  Both officers have a history of being dedicated police officials and motivational leaders.

Major General Mawela is also an officer who has worked his way up through the ranks, serving firstly at various police stations in Gauteng, both as a detective commander and as a station commander and then as Deputy Area Commissioner of Pretoria until 2004.  During 2004 Maj Genl Mawela was appointed as the Head of the Ports of Entry component of the Protection and Security Services Division where he developed a new Policing and Security Model which is currently implemented at all Ports of Entry.  He has a National Diploma in Police Administration and is presently studying for a BA in Public Administration. Maj General Mawela is married and has three children.

Major General Nkruman Mazibuko will take up the post of Divisional Commissioner of Personnel Management on 1 February 2010 to take over from Major General Mofomme on her appointment as Deputy National Commissioner.  Maj Genl Mazibuko has a BA (Honours) in Political Science Development and is currently serving in the capacity of the Head: Human Resource Practices and Administration.  Mazibuko became part of top management during 1997 and since then has managed various posts in the Personnel Management and Human Resource Development fields in the SAPS.  He is therefore experienced in the field of the post.  Maj Genl Mazibuko is married and has two children.

The National Commissioner, General Bheki Cele and his current Deputies - Lieut Generals Christine Mgwenya, Magda Stander, Anwa Dramat and André Pruis - welcome the two new Deputy National Commissioners and two newly appointed Divisional Commissioners wholeheartedly and wish them well in their posts.
