519. Ms D Kohler-Barnard (DA) to ask the Minister of Police:

(1) Whether a second moratorium has been placed on the enlistment of police reservists in the SA Police Service (SAPS); if so, (a) why has such a moratorium been placed, (b) when was it placed and (c) for how long will the specified moratorium be in place; if not,

(2) whether he has any intention to place a further moratorium on the enlistment of police reservists; if not, why not; if so, what are the relevant details;

(3) how many (a) police reservists are currently enlisted with the SAPS in each province and (b) new reservists joined the SAPS (i) in 2009, (ii) in 2010 and (iii) since 1 January 2011 in each province?

REPLY:

(1) No, a moratorium on the recruitment of reservists was in place from 1 April 2009 until 10 December 2009, when it was uplifted by myself as Minister of Police.

However, since the upliftment of the moratorium, the South African Police Service has, however, not enlisted new reservists pending a review of the reservist system which has been undertaken by SAPS. The purpose of the review is to improve the system for utilization and management of reservists and to adopt new criteria for the selection and recruitment of reservists. Once this review is finalised it would need to be approved by myself as Minister.

(2) No, it is not my intention to place a further moratorium on the enlistment of Police Reservists.  Reservists will be enlisted in terms of the new criteria once the new policy has been finalized and implemented.

(3)(a) The current establishment of police reservists in each province is as follows:
