293. Mr D A Worth (DA-FS) to ask the Minister of Rural Development and Land Reform:

(1) Whether any previously productive farms purchased by the Government in the Free State since 1994 under the Land Reform Programme are now (a) abandoned and/or (b) unproductive; if not, what is the position in this regard; if so, (i) how many in each case, (ii) what are the reasons for this, (iii) what action is being taken to address the situation and (iv) where is each farm situated;

(2) whether any assistance is being provided to rehabilitate these farms; if not, why not; if so, what are the relevant details? CW375E

MINISTER OF RURAL DEVELOPMENT AND LAND REFORM:

(1)(a) and (b) Yes.

(i) and (ii) 20 farms were abandoned and 144 farms were found to be unproductive. Please refer to Annexure A.

(iii) In line with the newly introduced Recapitalisation and Development Programme, the Department of Rural Development and Land Reform (DRDLR) has embarked on the recapitalisation drive, whereby beneficiaries are assisted financially and through technical support to rehabilitate their farms' potential and to assist with the necessary skills training. The DRDLR Provincial Shared Service Centre: Free State (PSSC: FS) has commenced with investigations into each farm and has started the process of recapitalisation. Currently the core services being provided range from the provision of fencing, drilling boreholes, construction of vegetable tunnels, installation of electricity, purchasing of livestock and skills development.

(2) Yes. The DRDLR has budgeted 25% of its baseline allocation for the purpose of rehabilitation of such farms. All farms acquired since 1994 qualify for the Recapitalisation and Development Programme.
