204. Ms A M Dreyer (DA) to ask the Minister of Police:

(1) What were the (a)(i) financial and (ii) operational resource allocations and (b) month-on-month caseloads of the (i) Muldersdrift, (ii) Magaliesburg, (iii) Tarlton and (iv) Hekpoort police stations (aa) in the 2011-12 financial year and (bb) during the period 1 April 2012 up to the latest specified date for which information is available;

(2) whether he has found that the Muldersdrift police station is fully resourced for handling its caseload; if not, why is it not fully resourced; if so, how was this conclusion reached;

(3) whether he has been informed that there is an increase in the murder rate in the Muldersdrift policing area; if so, what are the relevant details; if not,

(4) whether he intends to investigate the murder rate in the Muldersdrift policing area; if not, why not; if so, what are the relevant details;

(5) whether he intends to increase the resource allocation to the Muldersdrift police station; if not, why not; if so, what are the relevant details?

(2) The Resource Establishment Plan is a system that was developed to determine the theoretical resource requirement/ granted establishment for the SAPS. In terms of the Resource Establishment Plan for Muldersdrift, 21 posts have been granted to the police station for Detective Services. The actual number of personnel deployed to Muldersdrift Detective Service is 25. Staffing level is thus at 119%.

The determining of a theoretical human resource / granted establishment for SAPS is a dynamic process influenced by various factors (variables)in the internal environment as well as external environment. The internal and external environment of all police stations in SAPS is measured on an annual basis and the granted numberof posts is allocated to the various stations in line with the results obtained from the system in accordance with the medium term expenditure framework.

(3) Number of murders and attempted murders reported to SAPS at Muldersdrift

(4)  Yes. All cases will be investigated at this station. There is a team appointed to investigate murder and attempted murder cases. Since January 2012, 23 Attempted Murder cases were reported and 11 suspects arrested. In the same period 15 murder cases were reported and 12 suspects were arrested.

(5) The internal and external information regarding police stations is updated annually. Should the outcome of the Resource Establishment Plan require an increase in resources, the granted allocation of the police station will be increased. Should the situation indicate that the granted allocation will not sufficiently deal with the situation, a management intervention can allow the deployment of personnel outside the fixed establishment.

The Resource Establishment Plan is completed annually, whereupon a granted allocation will be done to the police station against the predetermined figures and the resources available as determined by the Medium Term Expenditure Framework.
