Deputy mayor says city detected refund scam, two individuals arrested

City makes strides in its continuous efforts to root out corrupt practices

The City of Cape Town in close co-operation with the South African Police Services (SAPS) and the Directorate of Public Prosecutions (DPP) successfully conducted an operation this morning that targeted two individuals that were attempting to defraud the City through the submission of fraudulent registration papers for City refunds.

The City of Cape Town would like to extend its thanks to the DPP and the Cape Town Fraud Branch of the SAPS, particularly Constables Xongo and Magadu who went out of their way to assist the City in this matter and their swift action in apprehending the suspects.

The City's investigation uncovered that individuals were submitting fraudulent registration documents to the City in soliciting refunds. During this investigation the City became aware that two of these individuals were going to make another attempt to process further fraudulent refunds; with the assistance of SAPS and the DPP two arrests were made this morning. The two suspects are due to appear in court later this week. One of the suspects arrested is currently out on bail for similar fraudulent practices. The investigation is ongoing and the City anticipates that there will be further arrests.

Citizens should be aware that the City has systems in place to detect fraud and our officials will take action when fraud is detected. Anyone who tries to defraud the City will risk detection and arrest.

Included in our preventative measures is our Forensic Services Department, which investigates allegations of corporate crime.

The City of Cape Town, in our commitment to building a well-run, transparent and corruption-free government is determined to root out fraud and corruption whenever such cases may occur. This can only be achieved with the continued help of our staff and members of the public.

All staff, ratepayers and citizens must please report suspicions of fraud or corruption to the City's Hotline at 0800 32 31 30.
