DAFF ready for FRAP2013 re-do

15 May 2014

The Department of Agriculture, Forestry and Fisheries (DAFF) was this morning informed of the intention of the Minister of Agriculture, Forestry and Fisheries, Tina Joemat-Pettersson, to set aside the entire Fishing Rights Allocation Process 2013 (FRAP2013), including all decisions and outcomes.

The DAFF was also instructed to ensure that the all the required legal and administrative processes, in line with the decision, are in place and to ensure that these processes take into account the recommendations and cautions highlighted in the independent audit report on FRAP2013 following a comprehensive review of FRAP2013, as requested by the Minister, who is the appeals authority in terms of the Marine Living Resources Act, 1998.

According to the instructions, interim arrangements, which will accommodate both those who were successful in FRAP2013 as well as those who held rights before but were unsuccessful, need to be put in place and the DAFF will make announcements on these arrangements soonest.

It remains our commitment to ensure that this process is expedited to limit any further uncertainty in the industry.
