“OUR LAST HOPE FOR JOBS AND SERVICE DELIVERY”

OPENING REMARKS BY THE COMMANDER IN CHIEF JULIUS MALEMA:

The Economic Freedom Fighters is a revolutionary political movement which seeks to replace the current government with a progressive, more democratic, responsive, accountable, and corrupt-free government. To achieve this, the EFF contests political power through elections within the difficult confines of electoral rules and systems that favour existing political parties.

The EFF's contestation of political power through elections should however not be mistaken with our revolutionary determination to remove the current government by any other revolutionary means. The

Constitution of the EFF, which is our base document says the primary aim of the EFF is to. “To capture political and state power through whatever revolutionary means possible to transform the economy for the benefit of all, in particular Africans”. That this is number 1 aim and objective of the EFF is important, and reflects the organisation's commitment to revolutionary change.

More significantly, paragraph 32 of the EFF Founding Manifesto says, “Economic Freedom Fighters will contest political power, because we are guided by the firm belief that we need political power in order to capture the state and then transform the economy for the emancipation of black South Africans, especially Africans. The forms in which the EFF contests political power will, from time to time, be reviewed in the light of prevailing circumstances, but the primary role of mass organisation and activism, as a means to raise the political consciousness of the people, will remain the bedrock of our political practice”.

The EFF's revolutionary programme will always be rooted in mass organisation and activism, superior logic and taking the people along. The EFF will never forcefully impose its programme on the majority against their will, and will practically and physically resist any political party, movement and individual who imposes their narrow wishes on the majority. The imposition of narrow wishes can happen through closing of the democratic space, suppression of mass protests, and rigging of elections.

Anyone who engages in these undemocratic and immoral activities will face the wrath of the masses under the political leadership and guidance of the EFF.

The 2016 Local Government Elections represent a turning point in the history of South Africa. The elections are important because a) the EFF, a revolutionary movement will be contesting elections, and b) the ruling party has completely lost legitimacy at national and local level through their recurrent violation of the constitution and South African Laws, and c) a record breaking number of South Africans will partake in the elections because political consciousness is rising in South Africa

Local government represents an important sphere of government in South Africa because it is on the coalface of community and individual interests and expected to provide basic constant quality services, jobs, safety, primary healthcare, and all other basic necessities.

There are however massive structural deficiencies and incapacities that define local government in South Africa. Amongst these deficiencies is the division of revenue process and funding of municipalities. The manner in which municipalities are funded reproduce the structural and spatial inequalities that existed under apartheid. Affluent areas which are predominantly white continue to receive better services as opposed to underdeveloped areas which are predominantly black. With the current funding model, it is almost impossible to bridge the gap between cosmopolitan municipalities and rural municipalities.

The municipal dependency of conditional grants, which local sphere of government must apply for funding from the provincial or national sphere of government is not a suitable mechanism in a politically polarised environment. Those in control of conditional grants often use them to pursue narrow political agenda and programme, and often pursue them to reinforce fading political fortunes. The fact that local sphere of government receives less than 10% of the national budget condemns rural and poor municipalities into permanent and perpetual state of rurality and poverty, as they are unable to generate additional income.

South Africa's local government sphere is designed in such a way that it assumed that all citizens have proper employment, a stand, house, and all other basics, and will therefore be able to pay rates and taxes which will sustain the municipality. Majority of municipalities in South Africa are incapable of generating own income largely due to the high levels of

unemployment, poverty and lack of economic activities in their localities. This is one area that needs to be reconceptualised with the aim of driving a developmental agenda and programme which will bridge the gap between rural and urban municipalities.

There are however party political problems and individual councillor (public representative) problem which affects ordinary citizens. All existing political parties that run municipalities care less about their day to day running, and in the case of the ruling party, only comes back to dissolve municipalities and place them under administration when the crisis is at unmanageable levels. The second component of this is when councillors get elected by communities and immediately neglect the communities that elected them. All political parties do not have mechanisms to constantly monitor their municipalities and councillors.

The EFF Local government elections manifesto and plan represents a decisive break from unaccountable and unresponsive municipalities and councillors. The EFF Municipalities and Councillors will report on a monthly basis of their plans and programmes to create jobs and provide services

to the people. The EFF Councillors will be obliged to hold at least one community meeting per month to report back to the people and take the issues that affect the people to the relevant authorities.

The EFF Local government elections manifesto represents hope for jobs and service delivery and this is the last hope because all municipalities have reproduced the imbalances of the past. Despite many promises by political parties to bring electricity for all, provide water for all, abolish bucket system, abolish informal settlements, build houses, and many other promises, a significant number of South Africans still do not have access to these basic needs.

The EFF Local Government Elections Manifesto is different from the rest because its success will primarily be gauged by the number of jobs the Municipality will create, and the number of lives that would have been improved. Importantly, the EFF will hold accountable all its deployees in Municipalities and will never compromise quality for political expedience. All municipal managers, and all senior managers in the EFF run municipalities will be adequately and relevantly qualified.

We therefore present to the people of South Africa, a set of concrete commitments of what the EFF Municipality will do when we are elected as government. The EFF IS OUR LAST HOPE FOR JOBS AND SERVICE DELIVERY!

INTRODUCTION

The Economic Freedom Fighters' (EFF) primary mission is to transfer the economy to the ownership and for the benefit of all South Africans. In this context, local government as a sphere that is close to ordinary people in particular the poor becomes the most important and critical sphere and

layer of government, which should give practical meaning to the lives of the people.

Local government and municipalities have since their establishment in 1995 represented the highest form of incompetence, unresponsiveness, inability to provide basic services such as clean water, primary health, sanitation, refuse removal and other important functions within their jurisdiction.

Similarly, local government and municipalities lack capacity to usher in economic development opportunities and programmes.

This is largely due to a variety of factors, prime being the reality that the division of revenue process and legislations pursued by the post 1994 governments have dismally failed to provide effective and responsive budgetary allocations that have to reverse the imbalances of the past.

INTRODUCTION

For example, in 2015 local government was allocated only 7 percent of the total R1.2 trillion revenue raised nationally, which makes 27 percent of the total revenue while 73 percent was own revenue.

It within this context that the EFF presents a cogent, practical and workable manifesto which will change the lives of the people, develop infrastructure, create jobs, build the local government capacity and assist with other basic services that do not fall under the scope of local government.

Essential to a responsive and effective local government is building of municipalities that are capable instruments for service delivery and vehicles for economic transformation. Service delivery and economic transformation certainly needs a responsive, capable and willing municipality and councillors who should speedily respond to the needs of the people.

Contrary to functioning of municipalities that have been in existence since 1995 and prior, EFF municipalities will be capable instruments with capable and responsive councillors who will respond to the needs of the people.

When in government, the EFF will respond to and implement programmes and areas of functions that are outlined in the current constitutional and legislative framework. Beyond this, the EFF Government will implement programmes that respond to and implement programmes that are not necessarily in the sphere of local government, such as education, skills, safety and security, and training; healthcare, food economy; and many other activities that will improve people's lives.

Whilst covering all the critical areas that can and should be implemented at a local government level, the EFF Local Government Elections Manifesto can be summed up into the following core values:

1) Building Local State Capacity with the Aim of abolishing Tenders.

2) Creating sustainable jobs for residents of the Municipality.

3) Provision of quality basic services such as water, sanitation, healthcare, electricity and clean communities for all.

4) Providing a conducive and accessible environment for education, skills and training.

5) Building and maintaining quality and safe infrastructure for all through labour absorptive and efficient methods.

6) Stimulating local economic activity and participation through localisation of economic activities.

7) Guaranteeing safety and security for all.

In the current constitutional and legislative framework, local government is responsible for the following aspects and functions:

1) BUILDNG PEOPLE CENTRED, CORRUPT-FREE AND ACCESSIBLE MUNICIPALITIES AND COUNCILLORS:

2) LAND REFORM AND ALLOCATION

3) LOCAL ECONOMIC DEVELOPMENT:

4) HUMAN SETTLEMENTS AND HOUSING

5) EDUCATION, TRAINING AND SKILLS DEVELOPMENT.

6) ELECTRICITY DELIVERY.

7) WATER FOR HOUSEHOLD USAGE.

8) SEWAGE AND SANITATION AND REFUSAL REMOVAL.

9) FIREFIGHTING SERVICES AND MUNICIPAL HEALTH SERVICES.

10) MUNICIPAL ROADS AND STORM WATER SYSTEMS

11) PARKS AND RECREATIONAL CENTRES LIBRARIES AND OTHER FACILITIES.

12) LOCAL TOURISM, ARTS AND CULTURE.

13) TRAFFIC LAWS AND ENFORCEMENT.

14) SAFETY AND SECURITY.

In all these and other areas, the EFF has concrete commitments and plans, which municipalities under the EFF's control will implement. The commitments made in this manifesto are not just promises and unachievable plans, but concrete programmes, which added to the demands of the people on the ground and other additional issues such as education, constitute the programmes and plans that will appear in the EFF run Municipalities' Integrated Development Plans

(IDP).

SECTION A of the Manifesto will deal with the commitments of the EFF, and what we will do as Government. SECTION B deals with the functions and nature of an EFF Councillor and what they will do when elected. SECTION C will give a broad and concrete view of how the EFF Municipality will finance and generate finance to fund the Manifesto and all commitments made.

1. BUILDNG PEOPLE CENTRED, COR-

RUPT-FREE AND ACCESSIBLE MUNICIPALITIES AND COUNCILLORS:

a) The essence of the EFF commitments is that everything the EFF Munici- pality does should be people centred and should be directed towards CREATION OF JOBS AND PROVISION OF QUALITY

SERVICES TO ALL. In this regard the EFF seek to create PEOPLE'S MUNICIAPLITIES, whose primary inspiration and focus is the PEOPLE.

b) The EFF Municipality will build fresh food markets and fruits stalls, for locally produced food and other necessities.

c) The EFF will make sure that a minimum of 50% of basic goods, services and products consumed in the Municipality are manufactured, processed or assembled within the Municipality.

d) The EFF's People Municipality will ABOLISH THE USAGE OF CONSULTANTS to perform basic functions of the Municipality.

e) The EFF's People Municipality SERVICES AND OPERATIONAL CENTRES WILL BE OPEN 6 DAYS PER WEEK in order to allow full-time workers to attend to municipal services needs during weekends.

f) The EFF's People Municipality will be transparent, corruption free and ensure there is value for money in every cent spent.

g) The EFF's People Municipality will put an END TO CADRE DEPLOYMENT PRACTICES AND POLICIES in all Municipalities, and all Municipality employees will be employed on the basis of their qualifications and suitability for the job and not on the basis of which political party they belong.

h) EFF Municipality senior officials will not be allowed to have businesses with the Municipality.

i) The EFF's People Municipality will employ candidates suitable for positions, while training those who lack appropriate skills and experience to build capacity.

j) The EFF's People Municipality will DESTROY ALL APARTHEID SYMBOLS AND STATUES and RENAME ALL APARTHEID STREET NAMES, in the course of decolonising South Africa's public spaces.

k) The EFF Councillors will be expected to publish their phone numbers and contact details to all members of the community in the Ward they come from so that they are easily accessible.

l) The EFF COUNCILLORS RESIDE WHERE THEY ARE ELECTED and must implement an open door policy where members of the community can visit them from time to time.

m) The EFF Councillors will hold at least one community meeting per month and must ensure that they meet all the communities, sections, zones, and villages in their own wards.

n) The EFF Councillors will be expected to be available for 24 hours per day to assist all people in the communities they serve.

o) The EFF Councillors will be expected to be the Mother/Father figure to all Orphans in the Wards they serve.

p) The EFF Councillors will make sure that there is no one in the Wards hey serve who go to be without food.

q) The EFF Councillors will assist in the burial of all poor people in their Wards.

r) The EFF COUNCILLORS WILL NOT BE ALLOWED TO ASK FOR MONEY AND SEXUAL FAVOURS in order to give basic services such as houses to the people they serve.

s) The EFF Councillor will make sure that there is no school and no clinic in their wards which operate without water and electricity.

t) The EFF's People Municipality will ensure that all Public Spaces such as Parks, Schools, Universities, Taxi Ranks, Bus Stations, Train Stations, Airports, Ports, and all identified areas have ACCESS TO HIGH SPEED WiFi CONNECTION AT ALL TIMES.

2) LAND REFORM AND ALLOCATION

a) The EFF People's Municipality will pass by-laws which will expropriate and allocate land equitably to all residents of the Municipality for residential, recreational, industrial, religious, and agricultural purposes and activities with the principle of use it or lose it.

b) The EFF's People Municipality will allocate Municipal land to ordinary citizens and ensure that it is used maximally for residential, sporting, recrea- tional, religious and industrial purposes.

c) The EFF's People Municipality will provide bulk services to all land designated for residential purposes and ALLOCATE STANDS TO PEOPLE FOR FREE through an open and transparent mechanism.

d) The EFF's People Municipality will provide land for burial purposes and WILL AVOID THE RE-USE OF GRAVES as is the case in many areas in South Africa.

e) The EFF's People Municipality will provide bulk irrigation services to all agricultural land and ensure that all agricultural land is fenced.

f) The EFF's People Municipality will initiate, support and sustain programmes that train the people on agriculture with the aim of increas- ing agricultural productivity.

g) The EFF's People Municipality will avail land for recreational and sporting fields and facilities.

h) The EFF's People Municipality will provide land for free for the purposes of building places of worship and religious institutions.

3. LOCAL ECONOMIC DEVELOPMENT:

a) The EFF's People Municipality will maintain existing Municipality owned companies and create others for the efficient delivery of services to the people.

b) The additional Municipality Owned companies will include but not limited to;

i. Municipality Human Settlements Agency for construction of housing and sanitation,

ii. Municipality Owned Roads Agency for the construction and repairs of Roads.

iii. Fresh Produce Markets which will be the centre for all producers and traders of fruit and vegetable products to trade their products.

iv. Meat Processing Plants which will be places where those who breed cattle, chicken, sheep, pigs, and goats will slaughter, package and trade the meat products.

v. Printing Company which will be responsible for all Municipal and public printing works.

vi. Theatres and Municipality recording studios to allow aspirant artists access to quality performance and recording equipment and infrastructure.

c) The EFF's People Municipality will ESTABLISH AND REVITALISE INDUSTRIAL PARKS and make them available to industrialists for the production of various goods and services.

d) The EFF's People Municipality will make sure that each and EVERY WARD UNDER ITS CONTROL AND UNDER ITS MUNICIPALITY HAS AN ECONOMIC ACTIVITY THAT EMPLOYS PEOPLE and produces goods and services.

e) The EFF's People Municipality will introduce programmes for local economic development which will primarily be centred on the local produc- tion of more than 50% of the food and other basic necessities consumed by the population of the Municipality. This means that a minimum of 50% of the basic food items such as bread, milk, meat products, etc. will be produced within the boundaries of the EFF Municipality.

f) The EFF's People Municipality will develop a programme to protect all Municipality traders and business activities, and assist them with basic infrastructure, soft skills and access to markets.

g) The EFF's People Municipality will build fresh food markets and fruits stalls, for locally produced food and other necessities.

h) The EFF's People Municipality will make sure that a minimum of 50% of basic goods, services and products consumed in the Municipality are manufactured, processed or assembled within the Municipality.

i) The EFF's People Municipality will create Municipality Owned Entities for performance of various functions and utilise the services of residents for the sustenance of the entities.

j) The EFF's People Municipality will CREATE JOBS THROUGH DIRECT SERVICE DELIVERY to the people through gradual abolition of tenders. Instead of giving a tender to one individual to repair roads, clean streets, and provide other basic services, the EFF Municipality will directly employ residents with decent living wage and pension fund to, amongst other services usually procured through tenders.

a. Build and maintain roads, and clean streets

b. Remove refuse and rehabilitate dumping sites

c. Maintain sewerage, sanitation, storm water system and other water related infrastructure.

d. Clean parks and recreational areas.

k) The EFF's People Municipality will INSOURCE ALL WORKERS that perform Municipality work and functions and this includes;

a. Security Guards

b. Cleaners.

c. Refuse Removal Workers.

d. Drivers.

e. All General workers.

l) The EFF's People Municipality will play an active role in generating real economic activity on various sectors, inclusive of agriculture, retail, transport, arts and culture, and many other basic services.

m) The EFF's People Municipality will SUPPORT ALL STREET TRADERS THROUGH PROVISION OF INFRASTRUCTURE, TRAINING AND ACCESS TO MARKETS.

n) The EFF's People Municipalities will ensure that street traders who are residents of the Municipality gain access to markets and suppliers in and outside the boundaries of the Municipality.

o) The EFF's People Municipality WILL ILLEGALISE ALL FORMS OF DISPOSSESSING STREET TRADERS' GOODS AS A MEANS OF ENFORCING MUNICIPAL BY-LAWS.

p) The EFF's People Municipality will construct and maintain central abat- toirs to give access to meat products' producers such as chicken growers, cattle, sheep, pigs, and sheep breeders and give them access to the market on a durable and sustainable basis.

q) The EFF's People Municipality will establish and support local food markets where local food producers trade food products.

r) The EFF's People Municipality will play an active role in ensuring food producers access to markets, even outside the municipality in order to sustain and maintain their economic participation and productivity.

s) The EFF' People Municipality will make sure that a minimum of 40% of all investments in its jurisdiction, including Malls, Mines and Industrial Parks are owned and controlled by the community trusts administered by a repre- sentative body, local co-operative or invest a minimum of 40% of their profits in the Municipality.

t) In instances where the EFF's People Municipality has to efficiently procure goods and services, a minimum of 70% must be by local producers and should necessarily be locally owned and controlled.

u) The co-operatives and enterprises that provide any form of goods and services to the EFF's People Municipality must be from the Municipality and will be paid within a period of 14 Days.

4. HUMAN SETTLEMENTS AND HOUSING

a) The EFF's People Municipality WILL ABOLISH ALL FORMS OF INFORMAL SETTLEMENTS AND DWELLINGS, AND PROVIDE ADEQUATE HUMAN SETTLEMENTS FOR ALL.

b) The EFF's People Municipality will BUILD SPACIOUS QUALITY HOUSES AND ALL THESE HOUSES WILL HAVE DIVIDED ROOMS, KITCHEN SPACE, SITTING ROOM, AND A MINIMUM OF TWO BEDROOMS.

c) The EFF's People Municipality will upgrade apartheid era hostels into family units.

d) The EFF's People Municipality will regulate and subsidize rents in areas and cities where the municipality owns and controls housing agencies.

e) The EFF's People Municipality will PROVIDE HOUSING STANDS WITH ALL BASIC SERVICES and allocate them for free to people who need to build houses for themselves.

f) The EFF's People Municipality will use municipal land to provide proper human settlements for all.

g) In areas that are congested and most people need to reside closer to work, the EFF's People Municipality will BUILD MULTI-STOREY RESIDEN- TIAL COMPLEXES.

h) All the EFF's People Municipality Housing allocation Lists will be made public and priority will be given to people with disabilities and old age indigents.

5. EDUCATION, TRAINING AND SKILLS DEVELOPMENT.

a) The EFF's People Municipality will ensure that EACH AND EVERY WARD HAS A SAFE, CLEAN AND WELL-RESOURCED EARLY CHILD- HOOD DEVELOPMENT CENTRE (CRECHE) WHICH LOOKS AFTER CHILDREN AND PREPARES THEM FOR PRIMARY EDUCATION.

b) The EFF's People Municipality will ensure that all Schools under its jurisdiction have running water, sanitation and refuse removal.

c) The EFF Municipality will ADOPT ALL THE SCHOOLS UNDER ITS JURISDICTION AND MAKE SURE THAT ALL SCHOOLS HAVE ACCESS TO BASIC LEARNING AND TEACHING SUPPORT MATERIALS.

d) The EFF's People Municipality will fund access to technological learning and teaching support materials and ensure that all secondary schools have winter school projects.

e) The EFF's People Municipality will ESTABLISH A BURSARY FUND TO FINANCE DESERVING STUDENTS WHO ARE RESIDENTS OF THE MUNICIPALITY TO STUDY IN THE UNIVERSITIES OF THEIR CHOICE IN AND OUTSIDE THE COUNTRY.

f) The EFF's People Municipality will work with Colleges, Universities of Technology and Universities to ensure that all students in their respective institutions reside in conducive and safe residential accommodations.

g) The EFF's People Municipality will start and support educational and training institutions under its jurisdictions, and ensure that they offer voca- tional and technical training programmes that needed to build capacity for the delivery of services to the people.

6. ELECTRICITY DELIVERY.

a) The EFF's People Municipality will increase and sustain its capacity to directly provide electricity to all households, corporations, and public spaces within its jurisdiction.

b) The EFF's People Municipality will PROVIDE FREE ELECTRICITY TO THE POOR (INDIGENTS), AND ALL INDIGENT RECIPIENTS OF OLD AGE GRANTS.

c) The EFF's People Municipality will provide options to members of the individual household if they choose to use pre-paid electricity or post-paid electricity.

d) The EFF's People Municipality WILL ENSURE THAT THERE IS 100% ELECTRIFICATION OF EVERY HOUSEHOLD IN THE MUNICIPALITY WITHIN THE 5 YEARS OF BEING GOVERNMENT.

e) The EFF's People Municipality will make electricity accessible to all, and waive all electricity debts of social grants recipients and unemployed people.

f) The EFF's People Municipality will provide street and community lights to all towns, townships, and villages under its jurisdiction.

g) The EFF's will aggressively PURSUE ALTERNATE FORMS OF GREEN AND CLEAN ENERGY, INCLUDING SOLAR AND WIND ENERGY TO ELECTRIFY HOUSEHOLDS AND INSTALL STREET LIGHTS AND ROBOTS.

7) WATER FOR HOUSEHOLD USAGE.

a) The EFF Municipality will ensure that EVERY HOUSEHOLD HAS WATER DIRECTLY IN THE HOUSES THROUGH PIPED WATER AND BOREHOLES, WITH THE AIM OF ENSURING THAT EVERY HOUSE- HOLD HAS PIPED WATER IN THEIR OWN HOUSE OR HOME.

b) The EFF's People Municipality will provide free water to the poor (indigents), and all indigent recipients of old age grants.

c) Additional to efficient bulk water services, the EFF Municipality will use borehole system to supply water to all households.

d) The EFF's People Municipality will ensure that there is no leaking tap and waste of water.

e) The EFF's People Municipality will BUILD AND MAINTAIN DAMS, WATER RESERVOIRS TO ENSURE THAT THERE IS ENOUGH WATER FOR EVERYONE.

f) The EFF's People Municipality will introduce efficient and safe ways of Water harvesting.

8. SEWAGE AND SANITATION AND REFUSAL REMOVAL.

a) The EFF's People Municipality will make sure that each and EVERY HOUSEHOLD UNDER ITS MUNICIPALITY HAS A FLUSHING TOILET, which will be connected to the Municipality sewage system and/or to clean, safe, and durable septic tanks.

b) The EFF's People Municipality will provide bulk sewage and sanitation needs to all its residents and make sure that there is no human being who is deprived of the dignity to use a decent and clean toilet.

c) The EFF's People Municipality will PROVIDE CLEAN AND WELL SERVICED TOILETS IN ALL PUBLIC SPACES IN TOWNS, TOWNSHIPS AND VILLAGES.

d) The EFF's People Municipality WILL EFFECTIVELY ABOLISH THE BUCKET AND PIT TOILET SYSTEMS that are currently used in parts of South Africa as a form of sanitation.

e) The EFF People's Municipality will permanently employ residents of the Municipality whose role will be to keep towns, townships and villages clean at all times with decent living wage and pension fund. These workers will also be responsible for keeping the town, township and village vegetation green and well taken care of.

f) The EFF Municipality will put in place a refuse renewal system which will make sure that certain refuse is reused into meaningful economic activities and programmes.

g) The EFF's People Municipality will make sure that ALL ILLEGAL DUMPING SITES ARE REPLACED WITH RUBBISH BINS AND CONTAINERS which will be collected at least once per week.

h) The EFF's People Municipality will make sure that the permanent dumping sites are not located closer to residential areas.

9. FIREFIGHTING SERVICES AND MUNICIPAL HEALTH SERVICES.

a) The EFF's People Municipality will establish and maintain a 24 hour Firefighting service which will be able to respond to any major fire reports within the quickest possible time of reporting.

b) The EFF's People Municipality will train and EMPLOY FIREFIGHTING PERSONNEL AT THE RATE OF TWO FIREFIGHTERS PER WARD who will be the link between the Ward and Firefighting centres and stations.

c) The EFF's People Municipality will employ Community Health Workers who will be responsible for the wellbeing of the people in the Municipality on an average of a community worker per 100 households expected to visit at least a minimum of once a months.

d) The EFF's People Municipality will create Mobile Health Clinics and services which will visit each and every residential area such as town, township, and village for free medical check-ups and treatment at least once per month.

e) The EFF's People Municipality WILL ESTABLISH AND MAINTAIN FUNC- TIONAL COMMUNITY HEALTH CENTRES OR CLINICS IN EACH AND EVERY WARD.

f) The EFF's People Municipality will invest heavily on primary healthcare to avoid many diseases that afflict our people.

10. MUNICIPAL ROADS AND STORM WATER SYSTEMS

a) The EFF's People Municipality will USE LABOUR ABSORPTIVE METHODS OF ROAD CONSTRUCTION AND MAINTENANCE AND ENSURE THAT ALL ROADS IN THE MUNICIPALITY ARE IN GOOD CONDITIONS AT ALL TIMES.

b) The EFF's People Municipality will ensure that ALL MAJOR ACCESS ROADS TO TOWNS, TOWNSHIPS AND VILLAGES ARE TAR OR PAVED ROADS.

c) The EFF's People Municipality will ensure that THERE IS NEVER A POTHOLE THAT'S LASTS FOR MORE THAN 48 HOURS in any of the roads under the Municipality.

d) The EFF's People Municipality WILL CONSTRUCT AND MAINTAIN STORM WATER SYSTEM TO AVOID ALL FORMS OF FLOODS AND HEAVY RAINS WHICH MIGHT DESTROY INFRASTRUCTURE.

e) The EFF's People Municipality will set up internal municipal capacity to immediately repair and bring to functional order damaged storm water systems.

f) The EFF's People Municipality will put in place integrated public transport system which will make the movement of people easy and safe.

g) The EFF's People Municipality will make sure that PUBLIC TRANSPORT INFRASTRUCTURE SUCH AS BUS TERMINALS, TRAIN STATIONS, TAXI RANKS AND ALL INFRASTRUCTURE ARE KEPT CLEAN AT ALL TIMES WITH ACCESS TO CLEAN AND HYGIENIC TOILET SERVICES AND DRINKABLE WATER.

h) The EFF's People Municipality will support the Local Taxi industry and make sure that they operate under conducive environment.

11. PARKS AND RECREATIONAL CENTRES LIBRARIES AND OTHER FACILITIES, LOCAL TOURISM, ARTS AND CULTURE.

a) The EFF Municipality will construct and maintain recreational parks and areas where people will gather for recreational and other purposes.

b) The EFF Municipality will CONSTRUCT AND MAINTAIN SPORTS FIELDS AND APPOINT TRAINERS WITH THE AIM OF ESTABLISHING AND SUPPORTING A MUNICIPALITY BASED PROFESSIONAL SOCCER, BASKETBALL, NETBALL, RUGBY, CRICKET AND OTHER SPORTING CODES.

c) The EFF Municipality will CONSTRUCT AND MAINTAIN PUBLIC LIBRARIES, COMPUTER LABS AND LABORATORIES WITH ACCESS TO FREE WI-FI guaranteed for all residents of the Municipality.

d) The EFF Municipality will encourage the culture of reading and writing through annual book fares, distribution of books, booklets and other publications and other interactive activities which will encourage communities to read and write.

e) The EFF's People Municipality will ENSURE THAT ARTS AND CULTURE FACILITIES SUCH AS STUDIOS, CULTURAL CENTRES, SPORTING FACILITIES ETC. WILL BE DEVELOPED AND MADE ACCESSIBLE TO THE PEOPLE.

f) The EFF's People Municipality will establish and support community based media platforms such as radio, television and newspapers.

g) Arts and Culture will be encouraged to assist in the dissemination of information and to augment both social and formal educational endeavours.

h) A more diversified sporting code will be developed in society according to the interests of the people.

i) The EFF's People Municipality will encourage Local Tourism through hosting of annual cultural festivals and conferences which will attract people from all over the country, the continent and world to visit the Municipality.

j) The EFF's People Municipality will support all residents of the Municipality who are engaged in Tourism business and activities such as Guest Houses, Common Areas, Arts and Crafts.

k) The EFF's People Municipality will promote Arts and Culture activities through interventions such as local construction, establishment and mainte- nance of Local Cinemas, Municipality Studios, and support for arts and cultural groups to reach a wider audience.

l) The EFF's People Municipality will HOST ANNUAL AND SEASONAL ARTS AND CULTURAL ACTIVITIES IN ORDER TO PROVIDE PLATFORM FOR LOCAL ARTISTS TO DISPLAY THEIR TALENTS, CELEBRATE THEIR CULTURE AND CRAFTS.

m) The EFF's People Municipality will build and/or maintain existing tourist attraction sites such as Museums, historic sites, Game Reserves, and all other important tourism attractions.

12. TRAFFIC LAWS AND ENFORCEMENT.

a) The EFF's People Municipality will make sure that ALL BUSY INTER- SECTIONS IN TOWNS, TOWNSHIPS AND VILLAGES HAVE TRAFFIC LIGHTS (ROBOTS) to regulate the movement of people and cars.

b) The EFF's People Municipality will introduce and support a programme that will ensure that all drivers and potential drivers in the Municipality are aware of road traffic laws through constant public education and awareness campaigns on the road traffic laws.

c) The EFF's People Municipality will strictly enforce traffic laws within its jurisdiction to stop the road accidents carnage that defines South Africa in all seasons.

d) The EFF's People Municipality Traffic department will play an active role in preparing new drivers who seek Driving Licence and not subject them to scrupulous private operators who overcharge them for basic driving lessons.

e) The EFF's People Municipality WILL ESTABLISH A DRIVING SCHOOL AND MAKE SURE THAT ALL MATRICULANTS IN THE MUNICIPALITY ARE PROVIDED WITH DRIVING LESSONS.

f) The EFF Municipality will work efficiently assist all drivers and car owners to always renew their vehicle and drivers' licences on time.

13. SAFETY AND SECURITY.

a) The EFF Municipality will ensure that all residents in the Municipality are secure and safe through employment of effective Community Safety Work- ers, who will guard all streets and work with the Police to isolate and arrest criminals in the communities.

b) The EFF will EMPLOY AND SUSTAIN ALL MEMBERS OF THE COM- MUNITY SAFETY WORKERS AND ENSURE THAT THEY HAVE ADE- QUATE CAPACITY TO STOP ALL FORMS OF CRIME IN THE MUNICIPALITY.

c) The EFF will support street committees and ensure that they identify criminals and subject them to the criminal justice system.

d) The EFF's People Municipality will INSTALL CCTV CAMERAS IN ALL CRIME HOTSPOTS and have a rapid response team to stop all forms of criminal activities.

SECTION B:

All these commitments require dedicated and focused Municipality Councillors, Ward Committees and participative Communities to be realised. The Councillors of the EFF will be expected to do the following once elected as representatives of the Ward:

1) Establish Representative People's Committee which will advise the Councillor on all important and critical issues confronting the Ward.

2) Hold at least one community meeting in the Ward per month, and publish reachable contact numbers to all households in the Ward.

3) Visit and know all about the schools and educational institutions in the Ward, including the numbers of learners and teachers in the school or institution and what programmes they are offering.

4) Visit all churches and religious institutions in the Ward.

5) Visit and know of all the healthcare facilities and institutions in the Ward.

6) Visit and know of all major social organisations and institutions in the Ward.

7) Visit and know of all stores and shops in the Ward, including the details of what they sell, who they employ and where they get all the things they sell.

Within these commitments and context, the EFF Councillors will have the following qualities:

1. A Revolutionary Councillor is an organiser who knows how to move crowds towards mass revolutionary action.

2. A Revolutionary Councillor is a well-informed/knowledgeable professional in the way he/she approaches the political question of revolution.

3. A Revolutionary Councillor is the one who abolishes his/her ego and his/her attachments to personal success and achievements; s/he is selfless and one with the people.

4. A Revolutionary Councillor is the one who believes that Revolutionary morality is the core of the revolutionary belief-system, revolution by any means necessary.

5. A Revolutionary Councillor is never depressed, bored, and sad; there is always something to do, there are always revolutionary actions to take up and advance.

6. A revolutionary Councillor does not hold grudges and always complaining about unnecessary matters.

7. A revolutionary Councillor always reads and listens to people to understand the struggles and suffering of the people on the ground.

8. A Revolutionary Councillor knows his community, neighbours and details of the challenges they confront on a daily basis.

9. A revolutionary Councillor that is charitable, and practices the principle of the left hand must never know what the right hand is doing.

10. A revolutionary Councillor is the one that does not dwell in the conspicuous consumerist practices that seek to blindly show-off privilege.

11. A revolutionary Councillor leads by example and does everything with integrity.

12. A revolutionary Councillor is an internationalist who seeks all the time to connect local struggles to international struggles.

13. A revolutionary Councillor must know all households in the WARD that are headed by old age pensioners, children and people with disabilities.

14. A revolutionary Councillor must play a role in providing for all Orphans basic needs, including food, school uniforms and shoes.

SECTION C: CONCLUSION

Al the interventions and commitments made in this Manifesto are genuine and aimed at building a people centred Municipality that responds to the aspirations of the people. Primarily, the support for these Municipalities will be through, a) Efficient usage of the allocated budget, with the aim of using a minimum of 60% of the allocated budget on the delivery of services, not on intra-municipality salaries and operations; b) Optimal usage of Conditional Grants; c) Optimal collection and efficient allocation of revenue collected by EFF Municipality, and d) Generation of additional income through Municipality Owned Entities.

The EFF's People Municipalities will additionally raise funds from progres- sive international partners and will developmentally and effectively utilise the corporate social investment contributions from the private sector. All resources mobilised will be directed to the fulfilment of this Manifesto and will never be instruments to politically influence the EFF.

The EFF's People Municipalities will generate a new sense of hope in that many people will begin to appreciate that a Municipality can efficiently and decidedly provide basic services and quality jobs. These are commitments that will be met and achieved by the EFF as Government, and the people are a real inspiration.
