This is the member statement as it was delivered by MPP  Bill Eloff in the Western Cape Provincial Parliament:

ANC CADRE DEPLOYMENT IN OUDTSHOORN

Rhoda Kadalie said on "Robertson Regstreeks" on public television the ANC has a team that meets weekly to discuss and promote cadre deployment. It is therefore a shame that, on the morning of the interviews for the Municipal Manager in the Oudtshoorn Municipality, Marius Fransman hosted a telecon with the ANC councillors of the Oudtshoorn Municipality , where they were given instructions as to who should be appointed as the Municipal Manager.

Who would you appoint?

Assessment results for candidate 1:

He displayed a lack of managerial experience as he obtained a "competent or higher rating on only 4 of the 13 competencies assessed".

Assessment results for candidate 2:

"Competent or higher rating on eight of the 13 competencies".

Who would you appoint as the Municipal Manager? The ANC in Oudtshoorn, on instruction from the Honourable Fransman, recommends candidate 1.

The ANC councillors, or should one rather say, "slaves" of Fransman, must do as their master tells them. This is another example of cadre-deployment. It is an example where the ANC puts their cadres before service delivery. This is probably another court case in the making against the ANC, and one can only hope they will not waste the taxpayer's money.
