Federation looking into whether provincial secretaries can also serve as councillors

The role of COSATU provincial secretary in the city of Cape Town

The issue related to the role of the COSATU W Cape Provincial Secretary in the City of Cape Town as a Councillor is being considered by the COSATU Central Executive Committee. The principle being looked into is whether or not Secretaries of COSATU can be Councillors during their term as Secretaries. This will take into account the time requirements of the Council on the job and the impact of this on the functioning of the COSATU Secretary in his position of Secretary.

This Cape Town secretary fills a variety of positions in the Federation, which includes spending a day in Johannesburg for NEDLAC related work, as part of his duties in COSATU; the evaluation will have to consider a variety of factors that relate to the role played by the Secretary in the performance of his duties.

The CEC of COSATU will pronounce on the position of the secretary, upon conclusion of this investigation and the pronouncement of policy. The Provincial structures of COSATU will await the decision of the CEC and will then take whatever steps are required to give effect to this.

This statement is meant to attend to any questions raised by political parties outside the Alliance, as to the Secretary of COSATU's role in the City of Cape Town.
