Minister for PME notes the findings of HRC report on Moqhaka

Minister Chabane's statement on SAHRC Mqhaka open toilets findings and recommendations

16 May 2011

The Minister for Performance Monitoring and Evaluation(PME) in The Presidency, Collins Chabane has noted the findings and recommendations by the South African Human Rights Commission (SAHRC) on the Mqhaka Local Municipality open toilets today.

The SAHRC has recommended that the PME Ministry must provide it with a report on the quality of sanitation services delivered by local government in the country.

Minister Chabane wishes to indicate that the PME department is working together with National Treasury on a mechanism to monitor holistically the implementation of infrastructure delivery by government at all levels. The monitoring which will include sanitation provision includes physical verification of provided data by government departments.

The PME department is also working with Human Settlements department, which is responsible for sanitation provision, to investigate what led to the building of these toilets by Mqhaka Local Municipality and how the matter should not be repeated.

The Minister will after studying the report, accordingly respond to the SAHRC. The Minister also wish to reiterate that government is equally concerned with provision of open toilets to people and will work very hard with the necessary speed to ensure that the matter is addressed and is not repeated again anywhere in the country.
