Resolution post-2016 local government elections

The Provincial Executive Committee noted that:

The National Democratic Revolution (NDR) in our province is at the crossroads, as it is the case elsewhere in the country. It is under threat as governance is totally in the hands of the parasitic bourgeoisie. This is aggravated by the posture and conduct, including arrogance, from the ranks of the leadership of the organisational leader of the alliance, the ANC.

The current Provincial Executive Committee of the ANC, like the previous ones, continues to fragrantly disregard the principles governing alliance relations, thus perpetuating and deepening divisions, cliques and factions within the broader movement and undermining its capacity to lead and deliver on the revolution.

The 2016 local government elections produced unintended outcomes particularly around the proportional representative councillors. The other contesting parties had a feast on the ANC. This electoral fiasco concretely plays into the hands of monopoly capital and its domestic political henchmen. In a way it is assisting in the entrenchment of corporate capture of the state and quickening the pace towards regime change, deepening bureaucratic and political leadership impotence, incitement of “civil society” by strategic opponents the revolution working with amenable political parties (DA and EFF) against the motive forces of the revolution.

The message sent out by the electorate as expressed is clear by either giving their vote to the opposition or staying at home thus abstaining from voting. This calls upon rigorous reflection and introspection.

Demagogues and mavericks receive material support from the West with a view to sabotage the revolution.

The ANC leadership and a bigger body of its membership is in a perpetual state of psychological and concrete denial of its eminent decimation and implosion as it is evidently going through a palliative period.

The ANC in the Limpopo Province has collapsed to a stage where its provincial executive committee, the most senior leadership organ, held its last meeting in January 2016. Throughout the year it was run through ad-hoc or special meetings.

The Provincial Executive Committee believes that:

The ANC-led alliance could have performed better, were it not because of the posture of political amnesia, money paddling, mortgaging of the revolution, internal weaknesses, internal conflicts, process manipulation and inward looking practices that display arrogance from the ranks of the leadership.

The present situation in the province particularly in government is similar to the last days of the Cassel Mathale era, in relation to corporate capture by the local parasitic-bourgoeisie that loots the government at all levels without fear or shame.

The Provincial Executive Committee resolved:

1. To call for urgent engagement with the ANC relating to immediate issues of deployments.

2. Engagement with the ANC to recall all the councillors who benefited from the manipulation of ANC guidelines during the course of list processes are recalled with by-elections called based on adherence to the guidelines as a decisive corrective measure.

3. That the ANC must decisively act to turn the tide around in those areas where it did not perform well, areas such as Vuwani, Mogalakwena, Thabazimbi, Mookgopong and Modimolle.

4. Engage within the SACP to ensure implementation of a reconfigured alliance.

5. Convene Red Forums in the district and branch structures as part of strengthening the Party at sub-provincial level and ready these structures for battles ahead inclusive of the next general election and beyond.
